KRG Reports Major Reform Progress: 950,000 Employees Banked, IQD 2.13 Trillion Recovered

The Kurdistan Regional Government (KRG) has announced significant progress in its financial, administrative, and military reform agenda under the ninth cabinet, reporting that more than 950,000 public employees have been integrated into the salary banking system while IQD 2.13 trillion (approximately $1.6 billion) in outstanding loans and financial advances has been recovered and returned to the state treasury.

In a statement issued on Tuesday, the KRG Media and Information Office said the achievements were made under the government's broader reform program and the implementation of the Reform Law.

According to the statement, more than 950,000 salary earners have opened bank accounts through the "My Account" initiative, a cornerstone of the government's efforts to modernize public salary payments and promote financial inclusion.

The government also highlighted the expansion of its E-Heswla digital payment platform, which has attracted more than 220,000 users and facilitated over 1.1 million electronic financial transactions.

On the financial front, the KRG said it has recovered IQD 2.13 trillion of outstanding loans and financial advances from a total of IQD 4.48 trillion, describing the recovery as a major step toward strengthening public financial management.

The statement further announced the establishment of the National Bank, with an initial capital of IQD 250 billion, as part of ongoing efforts to enhance the region's financial infrastructure.

In the security sector, the government reported substantial reforms within the Ministry of Peshmerga. According to the statement, 88,900 officers and Peshmerga personnel have been reorganized into 38 brigades under nine divisions and two support force commands integrated into the ministry's structure. The government also said the process of bringing Units One and Two under the ministry's unified command has begun.

Administrative reforms also continued, with authorities reviewing the records of 1,478 senior officials and special-grade employees, as well as 357,815 civil servants.

The review resulted in the correction of 402 personnel files and the elimination of 4,189 cases of illegal dual salary payments, the statement said.

Additionally, the government announced that 29,338 retirement files from the Ministry of Peshmerga have been transferred to the Ministry of Finance and Economy, aiming to streamline pension administration.

The KRG Media and Information Office said the reforms are being implemented under the Reform Law and Integrity Commission Decision No. 116, describing them as central commitments of the ninth cabinet's government program aimed at improving governance, transparency, and institutional efficiency.
