US presidential envoys Jared Kushner and Steve Witkoff met with Russian President Vladimir Putin in Moscow on Saturday as Washington stepped up efforts to revive negotiations aimed at ending the war in Ukraine.

The meeting focused on a range of proposals for ending the conflict, with Kremlin officials describing the discussions as useful and substantive. Kremlin aide Yuri Ushakov said the talks covered possible steps toward reaching a settlement, although no specific breakthrough was announced.

Putin acknowledged the complexity of the negotiations during the meeting, telling the US envoys that the situation was “not simple.”

The talks came after US President Donald Trump said Kushner and Witkoff were traveling to Russia with a new peace proposal. Trump did not disclose details of the initiative, including whether it would involve territorial concessions by Ukraine, saying only that Washington had “an idea for peace.”

The White House said the US envoys discussed “substantive plans” with Putin and that further details on the negotiations were expected to be announced next week.

Following their meeting with the Russian president, Kushner and Witkoff were expected to travel to Kyiv for discussions with Ukrainian officials.

The diplomatic effort coincided with a temporary pause in Russian and Ukrainian airstrikes.

The Kremlin said Putin had ordered Russian forces to halt strikes against Kyiv for three days, beginning at midnight, as negotiations continued. Ukrainian President Volodymyr Zelenskyy had also indicated that Ukraine was prepared to suspend airstrikes against cities involved in the negotiations.

Zelenskyy said he had spoken directly with the US envoys and confirmed that Kyiv was prepared to observe the temporary halt in attacks.

The Ukrainian president also stressed that Ukraine's priority was the safety of its people and cities during the diplomatic process.

The planned visit to Kyiv would mark an important step in Washington's latest diplomatic push. Kushner and Witkoff have held several discussions with Russian officials, but their engagement with Ukraine has attracted particular attention as Washington seeks to bring both sides closer to a negotiated settlement.

The war, now in its fifth year, remains one of the most difficult foreign-policy challenges facing the Trump administration. Trump had pledged to end the conflict quickly after returning to the White House, but has since acknowledged that reaching a settlement has proved considerably more complicated.
