US envoys Steve Witkoff and Jared Kushner have arrived in Moscow as Washington seeks to restart diplomatic efforts aimed at ending Russia’s war in Ukraine.

The two envoys were met at the airport by Kirill Dmitriev, a senior Russian official involved in negotiations with the United States, according to Russia’s state news agency Tass.

Their visit comes after US President Donald Trump announced that he was sending Witkoff and Kushner to Moscow and Kyiv with what he described as a proposal to end the conflict.

“They’re bringing with them a proposal to end the war,” Trump told reporters on Friday. He did not disclose details of the plan or say whether it would involve territorial concessions by Ukraine to Russia.

Trump, who returned to office after winning reelection, has repeatedly promised to bring the war to an end. However, he has more recently acknowledged that reaching a settlement has proved more difficult than he initially expected.

Ukrainian President Volodymyr Zelenskyy said the two US representatives were expected to travel to Ukraine on Sunday after their meetings in Moscow. The visit would mark their first trip to Kyiv since Trump’s reelection.

Zelenskyy also said Ukraine was prepared to suspend airstrikes during the negotiations and urged Russia to take similar measures to ensure the talks could take place safely.

“Ukraine will stop air strikes during the negotiations,” Zelenskyy said in a post on Telegram, calling on Moscow to do the same.

The latest diplomatic effort comes as negotiations between Moscow and Kyiv have stalled. Russian President Vladimir Putin described the talks as “frozen” on Wednesday, highlighting the significant obstacles facing the new US initiative.

Washington’s latest push therefore represents an attempt to bring the two sides back to the negotiating table, although major disagreements over territory, security guarantees and the future of Ukraine remain unresolved.
