The Kurdistan Regional Government’s Ministry of Electricity has released new insights into household electricity bills under the Runaki programme for the June billing cycle, reporting that most households continue to pay less for electricity than they did before the introduction of the programme.

According to the Ministry, most households had a billing cycle of approximately 43 days during the June period. The data shows that half of Runaki households across the Kurdistan Region paid less than 34,000 Iraqi dinars and consumed less than 462 kilowatt-hours of electricity.

The figures varied between the governorates. In Erbil, half of households paid less than 36,000 IQD and consumed less than 480 kWh. In Slemani, the corresponding figures were less than 30,000 IQD and 418 kWh. In Duhok, half of households paid less than 38,000 IQD while consuming less than 516 kWh. Meanwhile, in Halabja, half of households paid less than 27,000 IQD and consumed less than 368 kWh.

The Ministry also said that technical issues resulting in zero electricity bills for a number of subscribers have been addressed for some customers, while the remaining cases are expected to be resolved during the upcoming billing cycles.

Earlier this month, the Kurdistan Regional Government announced a one-time exceptional discount of up to 50 percent on outstanding electricity debts accumulated before the introduction of Runaki. The initiative is intended to support subscribers in settling their old debts, with the government stressing that the offer is exceptional and will not be extended.

The latest figures indicate that more than 90 percent of the Kurdistan Region now enjoys 24-hour electricity under the Runaki programme. Based on programme data, around 80 percent of households—particularly low-income families—continue to pay less for electricity than they did under the previous system.

Prime Minister Masrour Barzani announced the Runaki programme in October 2024, while the Kurdistan Regional Government’s Council of Ministers unanimously approved the programme and its new progressive electricity tariffs in May 2025.

The KRG has set an ambitious target of extending 24-hour electricity to every household and business across the Kurdistan Region by the end of 2026.
