Ministry of Interior Launches Second Phase of Training for 300 Erbil Police Officers

The Ministry of Internal Affairs has begun a new promotion and leadership training program for 300 officers from the Erbil Governorate Police. The course is being delivered by the Leadership and Management Academy, in coordination with the Directorate of Orientation and Moral Guidance, as part of the Kurdistan Police Reform Project. Training sessions are currently taking place at the Erbil Police College.

This initiative represents the second phase of capacity-building for the internal security forces, following an earlier “Blue Concept” culture training-of-trainers program conducted in partnership with the European Union Advisory Mission in Iraq and Kurdistan (EUAM).

The Kurdistan Police Reform Project, a national undertaking of the Ministry of Internal Affairs across the Kurdistan Region, was formally approved by the Minister of Internal Affairs in October 2025. The project aims to develop the Kurdistan Police Strategy for 2025–2030, modernize the structure and operational systems of the Kurdistan Police, and prepare officers to lead the ongoing reform process.

The broader goal is to strengthen trust between citizens and the police by “transforming the culture of force into a culture of respect,” while also enhancing cooperation between the Kurdistan Police and the international community.
