FSB Detains Nine Foreign Nationals in Moscow for Alleged Terror Recruitment

Russia’s Federal Security Service (FSB) announced on Friday the detention of nine foreign nationals in Moscow suspected of recruiting migrant workers for a banned international terrorist organization.

The arrests followed a joint operation with Uzbekistan’s State Security Service, targeting a cell allegedly directed by ideologues based in the European Union. According to the FSB, the group held clandestine meetings—both in person and via Telegram—to propagate the ideology of a “global caliphate” and train recruits for terrorist activities.

During raids on the suspects’ residences, authorities seized banned propaganda materials, communication devices, and electronic files detailing the group’s structure and operational methods.

Two of the detainees have been charged under Article 205.5 of Russia’s Criminal Code, which pertains to organizing and participating in terrorist activities. The remaining suspects are under investigation as authorities work to determine their involvement.

The FSB has not disclosed the nationalities of the detained individuals but emphasized ongoing cooperation with international partners to combat terrorist networks.
