Shia-Led Coordination Framework Pushes for Oil and Gas Law to Resolve Baghdad-Erbil Disputes

The Shia-led Coordination Framework, in a high-level meeting attended by Iraqi Prime Minister Mohammed Shia’ al-Sudani, has reaffirmed the urgent need to pass the long-delayed oil and gas law as a key solution to ongoing disputes between the federal government and the Kurdistan Region.

The meeting, held Monday evening at the residence of National Wisdom Movement leader Ammar al-Hakim, addressed critical national issues, including federal-regional relations, public services, political developments, and upcoming elections.

In a statement released afterward, the Coordination Framework stressed that enacting the oil and gas law would provide a lasting resolution to the protracted disagreements between Baghdad and Erbil over resource management and revenue sharing. The legislation, stalled for over a decade, remains a major point of contention, with disputes over control of oil fields and profit distribution continuing to strain relations.

Regarding public sector salaries and financial entitlements for the Kurdistan Region, the Framework emphasized that all such matters must be resolved in line with the Iraqi constitution and recent court rulings. It reiterated the federal government’s duty to safeguard citizens' rights and remove administrative and legal obstacles.

The meeting also highlighted the importance of holding parliamentary elections on schedule to ensure political stability and constitutional order.

The oil and gas law has been a persistent source of tension between Iraq’s federal authorities and the Kurdistan Regional Government (KRG), with both sides at odds over revenue-sharing mechanisms and control of energy resources. The Coordination Framework’s renewed push signals an effort to break the deadlock and foster cooperation between Baghdad and Erbil.

As discussions continue, the passage of the law could mark a significant step toward resolving one of Iraq’s most enduring political and economic challenges.
