The city, forever etched in global memory as the site of Saddam Hussein’s brutal 1988 chemical attack that killed thousands, has long sought elevated administrative status to secure greater autonomy, funding, and development opportunities. The new designation makes Halabja Iraq’s 19th province, a move celebrated as both symbolic and practical for its people.

Halabja’s push for provincial status gained momentum in the years following Saddam’s fall, with residents arguing that the region’s unique history and needs warranted direct access to federal resources. Local officials hope the upgrade will streamline governance, attract reconstruction projects, and honor the victims of the genocide.

"This is a historic day for Halabja," said Governor Azad Tawfiq. "After years of perseverance, our people will finally have the tools to rebuild and prosper."

While the decision has been met with jubilation, analysts caution that transforming Halabja into a fully functional province will require significant investment in infrastructure, services, and security. The Iraqi government has pledged additional support, but details on funding and implementation remain unclear.
