KRG Ministry of Interior Decisions on Residency and Visa Overstay Penalties for Foreign Nationals
The Kurdistan Regional Government (KRG) Ministry of Interior, in order to assist and facilitate procedures for foreign nationals who have been unable to travel or renew their residency permits due to war conditions, has decided to waive financial penalties as follows:
*First:* Foreign nationals whose residency cards expired on or after 28 February 2026, and who were unable to return to the Kurdistan Region, may re-enter using the same residency card until 30 April 2026. After their return, residency cards will be renewed at the Residency Directorates in accordance with applicable regulations, without late fees. After 30 April 2026, entry will require a new visa.
*Second:* Foreign nationals whose residency cards expired on or after 28 February 2026, or whose passports have expired or have limited remaining validity, and who were unable to travel abroad due to the war, may depart the region without penalties. Those wishing to travel abroad by 30 April 2026 may visit the Residency Directorates to obtain an exit stamp free of charge. Individuals whose passport issuance was delayed due to the war will also be exempt from residency late fees, provided they submit documentation confirming their application was properly processed.
*Third:* Foreign nationals who entered on tourist visas and have been unable to leave since 28 February 2026, resulting in overstay penalties, may exit the region via airports or border crossings until 30 April 2026 without incurring fines. Those wishing to convert their tourist visa into a residency permit may do so in accordance with applicable regulations and will be exempt from late fees related to residency issuance.
