Erbil, Kurdistan Region — The Kurdistan Regional Government (KRG) is set to officially launch the e-Psûle project on Tuesday, introducing a unified digital platform aimed at modernizing government bill payments across the Kurdistan Region.

The launch ceremony will be attended by Kurdistan Region Prime Minister Masrour Barzani and Ali Al-Allaq, Governor of the Central Bank of Iraq, along with investors and business leaders from the Kurdistan Region and across Iraq.

Developed and fully owned by the KRG, e-Psûle is a centralized electronic payment system designed to streamline the settlement of government bills. The platform operates 24 hours a day, seven days a week, and allows citizens to pay bills electronically without any additional fees or commissions.

Officials said the initiative represents a key pillar of the KRG’s broader push toward digital governance, public-sector reform, and financial transparency, reducing reliance on cash-based transactions and in-person visits to government offices.

For decades, citizens in the Kurdistan Region have relied on physical cash payments and office queues to settle government bills, a system that often led to delays, high administrative costs, and inefficiencies. With growing demand for faster and more transparent public services, officials said the traditional model had become increasingly unsustainable.

Through e-Psûle, users can now view, verify, and pay bills instantly using mobile applications, participating digital wallets, or partner banks. Payments are processed securely, with digital receipts issued immediately and stored for future reference.

The platform has initially been integrated with the Ministry of Electricity, enabling online payment of Runaki electricity bills. Authorities said the electricity sector was prioritized due to its broad public reach and high usage, making it a practical entry point for widespread adoption.

According to KRG officials, e-Psûle is designed with a strong focus on user control and transparency. Payments are initiated exclusively by citizens, with no automatic deductions from bank accounts or digital wallets. All transactions carry zero fees, regardless of the payment channel.

Bills are displayed in full, with itemized charges using standardized terminology, and users can access their payment history at any time. Where supported, the system also allows users to pay on behalf of others or make batch payments, offering added flexibility while maintaining security.

The platform has received official approval from the Central Bank of Iraq, a move officials say reinforces its credibility, regulatory compliance, and long-term sustainability.

Beyond improving convenience for citizens, e-Psûle is expected to deliver broader institutional and economic benefits. Digital collections enable faster access to funds for government entities, with settlements typically completed within an average of 72 hours, supported by near real-time monitoring.

Automated reporting and digital records are also expected to reduce administrative workloads and minimize risks associated with manual cash handling. Partnerships with banks and digital wallet providers are anticipated to boost digital payment volumes and strengthen the Kurdistan Region’s integration into the wider digital economy.

Officials added that the platform supports intergenerational inclusion, allowing younger family members to assist older relatives with digital payments, helping bridge the gap between traditional practices and modern financial services.

As urban centers expand and demand for efficient public services grows, the launch of e-Psûle signals what officials describe as a structural shift toward efficiency, transparency, and citizen-centric governance, enabling routine government transactions to be completed in minutes rather than hours.
