Progress in Syria Talks as Government and SDF Reach Key Agreement, UN Envoy Says

The UN Special Envoy for Syria, Geir Pedersen, has acknowledged significant progress in political negotiations between the Syrian government and the Syrian Democratic Forces (SDF), citing a recent agreement as a potential step toward stability.

The deal, reached between Syrian President Bashar al-Assad and SDF Commander Mazloum Abdi, outlines the integration of SDF fighters into Syria’s National Defense Forces and a gradual transfer of administrative control in northern Syria to Damascus.

Speaking at a UN Security Council session on Syria, Pedersen described the talks as a positive development. “We have seen constructive engagement from both sides,” he said. “Their commitment to dialogue and confidence-building measures is crucial for long-term peace.”

Key Terms of the Agreement

Under the agreement, key infrastructure—including border crossings, airports, and energy facilities—will be reconnected to Damascus. In return, the Syrian government has pledged to formally recognize local Kurdish-led administrative bodies and include Kurdish representatives in future constitutional discussions.

“This marks an important move toward national unity,” Pedersen stated. “There are still significant challenges, but the willingness to negotiate is encouraging.”

Mixed Realities for Syrians

While the deal signals a potential de-escalation, Pedersen also highlighted Syria’s broader struggles after 14 years of war and decades of authoritarian rule. Recent weeks have seen public gatherings celebrating Nowruz and commemorating past events, but violence has persisted in some regions, particularly on the coast, where attacks have caused heavy civilian casualties.

“The Syrian people’s hopes and anxieties have been starkly visible,” Pedersen noted. “While some celebrate a sense of newfound freedom, others continue to suffer the devastating consequences of conflict.”

The UN envoy urged continued international support for the political process, emphasizing that sustained dialogue is essential to prevent further fragmentation. However, challenges remain, including the presence of foreign forces, unresolved territorial disputes, and humanitarian crises in opposition-held areas.

As negotiations proceed, observers remain cautious but hopeful that this agreement could pave the way for broader reconciliation in a country long torn by war.
