Iraq Approves New Electoral Communication System Ahead of 2025 Parliamentary Elections

Iraq’s Independent High Electoral Commission (IHEC) has approved a new public communications system to enhance transparency and oversight in the upcoming 2025 parliamentary elections. The decision was finalized during a Thursday meeting of IHEC’s Board of Commissioners.

IHEC spokesperson Jumana Ghalay stated that the newly endorsed system includes a series of protocols designed to ensure accountability and public trust throughout the electoral process. The measures cover key aspects of election administration, from campaign regulations to observer and media accreditation.

Key Components of the Approved System:

System No. 4: Regulates electoral campaign notifications to ensure compliance with electoral laws.
System No. 5: Outlines procedures for accrediting representatives of political coalitions, parties, and independent candidates.
System No. 6: Establishes guidelines for domestic election observers.
System No. 7: Sets standards for international election observer accreditation.
System No. 8: Defines the process for accrediting both domestic and international media outlets.

The move is part of IHEC’s broader efforts to improve electoral credibility and public confidence ahead of the November 11, 2025, parliamentary elections. By formalizing communication and monitoring procedures, the Commission aims to reduce irregularities and encourage wider participation.
